The helmets obstruct their ears. There's a reason special forces in Vietnam preferred to operate bareheaded - even a steel pot style helmet which doesn't cover the sides of the head can impair your situational awareness.
People on /tg/ meme about armor as a tradeoff between protection and maneuverability. The tradeoff between protection and situational awareness is just as important.

Being the 41st millennium and all, why wouldn't the helmets have a comm/mic system built in? The earphones I use on the gun range run on next to nothing, battery-wise and cancel out spikes in sound. I can hear someone walking around, clear as day, while gunshot are severely muffled...

I'm not sure if there's a mic or comm system built in. I'm leaning on the side of no because sergeants wear a headset while the rank and file don't. Plus the whole reason why the guard is structured the way it is, is to prevent any rebellion in any part of the IG from spreading or becoming too powerful. It's why there are tank regiments, or infantry regiments, but never a regiment where they're mixed. Why would you want every soldier to be able to communicate? So when one guy gets flayed alive the rest of the regiment's morale suffers? So every soldier's whisper of rebellion can be heard? If every helmet had a comms system, rebellions would be more frequent and more successful. Even if it probably would improve combat performance.

Others would have been built somewhere that doesn't know how to build the comm systems, so they only look like they have them.
