A good place to start is just 'smoothing out' interactions between powers, so, for instance, Pyrrha + Neon would be "every girl has a bit of a crush on you - and the more often they interact with you, the more they're into you", Cinder + Winter would probably loosen the limits on Winter's power, and maybe a Coco + Neo (+ Penny?) combo for having nutritious cum.

It would be nice if there was some leeway with the combos. Current ones are really restrictive in when you can trigger them. I mean, the Team RWBY requires you to pick all four girls, then you replace one anyway.
