Yeah, I remember people would assemble 1 SM cap and 1 box of 10 tacs split into 2 squads for a legal army, paint them, then claim the point for their side and do it all over again. Then when they got a decent size going, they'd actually play with the full painted army. It's a really cheesy and expensive way to score, though.
