Consider adding:
The rest of the elves, the ones that did not do the evil the 'orc' elves did, stood by and did nothing to stop them.
The added twist being that the orcs are also the punishment of the rest of the elves. Which can help explain why they are fairly powerful if you don't want to go with the 'rogue gods help them' approach. It was instead intended as punishment for the elvish people as a whole (and maybe everyone else also if you expand it).
