Skipping ahead to the start of Sister (the intermediate bits are still relevant (or April fools strip which bear no attachment to the plot whatsoever) but if you skip Shade you may as well skip to Sister) we have "Open the box" which isn't plot critical but "Read the rules" is the point where the plot really starts rolling and anything past it might not make much sense, or at least reference things happening where it is assumed you remember what happened earlier.
If the art style has really been an issue try scrolling down to Painted Black (the first part of which is called "A walk in the park"), the art style has improved, or at least changed, and it starts with a recap; it is also far enough along that you should be able to follow along as most of the effects from Sister have been resolved.

Besides that, if you are pinching pennies you make sure to buy food on sale as much as possible, she could cut that down to maybe $15. Additionally, she isn't buying the rice or dry beans in bulk, which would save a fuckton, considering you can get about a 10 pound bag of rice for maybe $6. Not to mention the overall lack of efficiency here, you could cut the sweet potato and get a 5 pound bag of potatoes for about a $1.

Now to be fair, some places in America don't have any good places to buy food. I used to live in Detroit and there are few supermarkets and they are very poorly stocked. You can go to the whole foods in the gentrified section, but that shit costs way too much to live on. You have to go pretty fucking far to get decent groceries at a decent price and the transportation options are terrible.
That being said, it was still possible, but it took quite a bit more effort on my part and I understand why someone with less time to spare wouldn't be able to manage that consistently, or at least would have trouble with it. I'm an artist who doesn't sleep, I have lots of very flexible freetime. Someone who works hard could have trouble with it, especially when you have to come home tired and then spend another 3-4 hours just to get groceries and there's a popeye's right outside your house and you have to be up early in the morning, I can understand it.
