There's no Rogue Trader army, closest thing would probably an inquistorial force with guard as your household troops.
We haven't seen the way inquisitorial allies work yet, but if its anything like genestealer cults then this shouldn't be a problem

Or in 30k there's the imperial militia list, but 30k and 40k are no longer the same system now that 8th is dropping (30k is staying in 7th for the foreseeable), so that's not really going to be viable for long
