Start with GURPS lite for your first canpaign, then pick up the newest edition and pick and choose the rules you want to use. And by that I mean nobody will be mad at you for not using digging speed tables or vehicle turning speed rules and just ask for a roll. Just tell your players beforehand which ones are you dumping.

GURPS 4e is a strict improvement over 3e, so use that. It's been supported for 13 years or so by now, so there's plenty of books to use. Get GURPS Lite (http://www.warehouse23.com/products/SJG31-0004) and read through that before you start reading the Basic Set, because it has all of the core rules you need to know in 32 pages. How to Be a GURPS GM is also a great read for GMs new to GURPS.
