Every xenos faction got tonnes of rules. Tau got two new named characters, seven or eight new suits, all sorts of gun variants, kroot variants, superheavies, gue'vesa, drone variants, and more, just as an example.
Orks and eldar got the most, with entire new army lists fully fleshed out. The ork dred mob list had next to no units in common with codex orks. Unless this is rulebook thickness I consider it unlikely xenos will get half of their current stuff translated.

That aside - 5th is a better rule set in that it is more balanced than 6th and 7th for sure, however don't go into with the expectation that everything is good or that some armies aren't shit. It is still an unbalanced rule set that heavily favors transports. Some armies are still garbage (CSM among them). If you want to play it play it but don't think you're getting a good rule set.

Look at the decision making process for 8th (i.e. involving significant tournament organizers in the process). Ultimately 8th is acknowledging that people play the game for the rules and they are making a concerted effort (that is being met with varying levels of enthusiasm) to make a better balanced game and correct many of the issues with the current edition.
