How do you do a Metal Gear Solid game as anything more than a solo campaign?
The PC's are a quirky miniboss squad, duh.

I don't think you can, outside turning it into basically XCOM with the Metal Gear campaign slapped on.
I once ripped off the Mass Effect campaign word for word and adapted it to fantasy when I was feeling really lazy, and it only worked because none of my players had played it before.

Stick to the themes, not the details.
Do it Shadowrun style. The PCs are a team of specialists in various fields, employed by a covert agency to undertake various missions. Each mission is planned like a Shadowrun heist. Recon, planning preparation, a lot of buildup before you execute the job, everyone playing their role as you try to achieve the objectives with maximum efficiency.

Shadowrun feels very MGSy already, it's not really that hard.
Yeah, do it Shadowrun/Commandos style. Everyone has their own big bag of tricks and they all need to survive to make it.

PCs could be more like a group of MSF commandos instead. Minibosses tend to all die separately in specific places.
