Are they? I don't see any mention of a Jedi Council in the Jedi Code anywhere.
Besides, if the Jedi Council and the other Jedi had gone to fight the Mandalorians with the Revanchists, then maybe the Revanchists would have had older, more experienced Jedi when they were needed to help deal with some of the Sith stuff the Revanchists found fighting the Mandalorians. And there would have been enough Jedi to properly fight the Mandalorians in a way that wasn't a desperate battle every time.
If the Jedi as a whole had fought, there wouldn't have needed to be a Mass-Shadow Generator.
