Well, it wouldn't be building a pyramid every time someone died for simple shit. Grand monuments would be reminders of immense failure. Leaders who caused unnecessary wars or massive famines.

Most people would get a few bricks max. Because most things people do that are internalized as screw-ups aren't that major.

But you'd also have to make the tombs isolated and keep access to a priesthood who know the meaning, lest the people forget this is a punishment and not a reverence.
