If 5E, change the rules to apply the damage dice of multiple weapons to a single attack.
If 4E, it's already balanced.
If 3E, don't play 3E.

Detach it from the mechanical aspects.
Permit a player to choose, within a tightly defined range, how much bonus to defense, offense, and accuracy what they're holding provides them, then demand they justify it.
As a result, "big sword" and "six swords" will be balanced because there's no fundamental difference in capability.

How about an extra attack for each weapon but at a penalty per weapon for their chance to hit.
The more weapons they have, the less likely they are to be skillfully wielding each weapon.

Instead of rolling damage dice for weapons and adding a bonus for strength you should roll damage dice for number of arms used and add a bonus for the weapon.
Arm size can be the die size. If you have normal man arms it might be a d6. Tiny manlet arms is d4. Huge rippling muscles is d8, etc and so on.

Do it like GURPS does. Make them pay for the benefit. You can dual-wield, but you're at a penalty without buying up the technique(s) and some form of Ambidexterity. Triple- and quad-wielding requires Extra Arms, which will cost you more points. Of course, at that point you become a blender, but you paid to become a blender, and it's not like you're without vulnerabilities.

GURPS is allways the answer. If you want to become a murder machine you've got to invest dem points, doesn't matter wether you put them into arm strength, ambidexterity and dual wielding advantages, or invest them into becomeing so skilled with the sword you can use it twice as fast. And of course you will be lacking in every other area where you failed to invest points
