Rend is actually good for most Armour save, sine now even a lascannon won't fully negate a 3+ save. Also everyone is getting more wounds to compensate for the fat that everything can wound them. Games will be made faster primarily by removing huge blobs of infantry through battleshock.

I wish to get into 40k. 8th presents an opportunity, which gw might ruin (or not), for me to get started. While some degree of power gaming is preferential, I don't like to full cheese and get into that op broken type grade where waac is the name of the game. I would prefer a lower model count, and something spectacular, but not too low. Mostly because painting is also new to me.
Any suggestions?
And should I buy the models that I like the rules/look/fluff as it is now with a view to the new edition doing a reasonable translation of their power?

Also I would go with something like Yarrick as a themed HQ choice. Tank Commanders are a bit pricey at 1500pts which would leave you more room to take more dudes in your list.

As for the rest of your questions, the way allies and army building will work in 8th is unknown to us atm.
I don't know anything about space marines or imperial agents, the only imperial armies I know are guard and tempestus so I can't help you.
Though I've heard that if you do want something in 8th, terminators having 2 wounds now make them attractive options and dreads being MCs will also buff them.
Deathwatch have their own armoury with extra and special items compared to normal space marines, in 7th they were a mediocre army that lacked options, hopefully 8th will change that

Nid player. Your medium monsters tend to be a selection going from Tyranid Warriors, to Shrikes, passing through Lictors/Hive Guards/Biovores/Zoanthrope/Venomthropes/Raveners, and maybe even others that I probably forgot.

Those are all pretty solid choices, each with their own merits. Warriors and Shrikes also give you some of that precious and needed synapse coverage for your other gribblies.

Don't waste your time with Pyrovores - they are lame atm. Maybe 8th will give them a buff, but I highly doubt it.

Overall - you can make a medium-monster Tyranid list that works. But adding Monstrous creatures could help your overall survivability (see the concept of "Distraction Carnifex" on 1d4chan), while adding units of small creatures (either gaunts/rippers/hormagaunts) can help to saturate your opponents by drowning them either in shots, either in corpses, depending on your own prefered playstyle.

Everything Carnifex sized, on 60mm bases, is a monstrous creature. Everything beyond this size is more or less gargantuan (Trygons have been resized to fit in normal 40k games, they where even bigger before - in fluff only, since their miniatures where only created starting 6th edition... Ruleswise for 8th, every big creature, Dimachareon included, will simply be designated as monstrous, the amount of lifepoints they'll get (as well as their other stats/special abilities) distinguishing them from each other.

So both 36"

ML will be S6 AP0, 3 shot
HB will be A5 AP-1, 3shot

So for example ML wound T6 on 4+, but they get their full save (3+ for example)

But HB wound on 5+, but they only get a 4+ save

So in this example their even, but HBs pull ahead vs the T8 3+s we've seen as they both wound on a 5+

While the ML wounds T3 on 2+ vs the HB on a 3+

But this is assuming that they're the same profile

I love how the heavy bolter turret on a Chimera looks but then it might still be overcosted shit

I had a weird dream the other night about a splinter group of Sisters, who were on the far side of the rift and had their flames and holy icons warped by the Burning One. They came to believe that the Emperor was a C'tan too or something so they worshipped the Burning One and Big E as their saviours against Chaos, and considered both loyalists and Necrons as allies. They had cool warped looking flamers that shot green fires which twisted and writhed weirdly. As much as I'd like a faction like that I'd want plastic normal Sisters first.
