Muscles are built naturally through a cycle of damage and healing to muscular tissue.
If a wizard directed low-damage spells at their muscles, then cast healing magic, they could reach Zyzz-tier aesthetics in hours.
Is this conceivably true?

I don't think directing low-damage spells would be that useful.
What would be useful would be to constantly overexert your muscles, while wearing spells with healing enchantments and continually casting healing spells on you.
For bonus points, overexert your muscles by carrying big tomes.
I used to play a warrior-wizard who started out as a wizard academy librarian, carrying dwarf-sized tomes around for the wizards.
Or you could just, you know, use permanency on a transmutation spell that buffs your physical stats.
