Consider Marvel Heroic. Heavily narrativist but it should be a strict upgrade from Fate for your purposes if you're considering the system. Don't try it if you want something crunchier though.

It'll let you separate mundane ability, quirks and equipment easily and does a good job of running anime style fights.

No, No he doesn't. There are plenty of other Point-Buy Incremental Power systems listed here. Gurps would only apply if he was going for a more gritty feel rather than a complete Weeb Heroes setting. I'd use GURPS to run a Watchmen style campaign, or one where hard mechanics reconciliation matters, but not in this instance.
