Depends on the person, but people who come off as lazy most likely would have low charisma. Part of the charisma is seeming like they have stuff going on. Course there are exceptions to every rule.
Force of personality is tied to your willingness to do... anything at all.

I wouldn't see why it would be.
Lazy people often can be quite charismatic; convincing other people to do things for them, giving or lending them money/resources, and talking their way out of situations that would otherwise require effort.
Wimpy from popeye is always using his silvertongue to convince people to give him hamboigahs without ever paying them back.

Depends on the kind of lazy I guess. I know lazy people who are awesome to hang out with and great with people but don't have a lot going on in their lives. I also know lazy people that are disgusting and repellent with no social skills whatsoever. The latter is more common I would argue.
