I witnessed a DM try to apply Toonforce into his PF game.
It was the most disgusting, chaotic and at the same time curiously erotic one-shot I've seen.

I would put the limitation that even though you can do anything, it can't be lethal. Even with toon powers, you shoot somebody and the bullet flies to their face, and then gives them a big wet kiss before flying around and hitting them in the ass. You can do damage, but you can't kill or mortal wound, or disfigure.
