More like advantage in con saving throws for a while, once the effect is over you enter in a lethargic episode which gives you disadvantage in dex checks

At the end of a long rest if you have more then 1 level of exhaustion roll a d20, on a 18+ you remove an extra level of exhaustion.
-2 to perception. -1 to Concentration Checks.

Heheheheh.....no. I'd put it the other way, where all short rests have a chance to need to be a long rest or gain no benefits. Weed makes you zone the FUCK out, son.

As for upsides? It's not gonna be anything mechanical and still be weed, sorry. Getting blazed is fun but ti's not really gonna make you better at anything beyond being a bit more creative I guess? It's not like you're getting BETTER ideas, just MORE ideas. Maybe give a bonus spell slot per day at most?
