What wargame? How is he divining those dice rolls? Who is playing? Is he just playing with himself?

Chain Reaction, from Two Hour Wargames, it's mentioned in the description. The video's a recap.
It's been a while since I watched so I'm not sure, he might have played by himself. The game supports standard head-to-head, solo play, and same-side co-op against the AI rules.

I want to make heists and criminal schemes a big part of my game. I'm doing Eclipse Phase right now, I would love some cool scifi heist ideas.

The first thing you need to decide is how much of a simulation you want it to be.
Because you can run a heist type movie pretty easy. Start in media res. One of the players volunteers. Present with a problem. Ask the player to flash back to a way he solved the problem. If he fails on the flashback skill check, complicate the heist somehow. Repeat.
Or you can ask your players to actually plan out a heist.
