have you read the pasta about the caretaker?
basically a necromancer who inherits his position from an older family member when they die. all the undead he/she has are past family members and they are charged with taking care of them. i can't remember all the details but i know it got kinda silly in places. could be a basis for you to work off of if you didn't want a typical "evil necromancer" setup. have him perhaps be the questgiver setting the party to retrieve the remains of a family member who's been raised/stolen by another necromancer for ill intent.
