Demons. Demons are the very embodiment of evil, no dragon can measure up to that in terms of BBEGness.
I prefer my dragons more as 'background decoration'. Ancient creatures beyond reproach that are feared and respected.

A huge thing that is in a constant state of its cells eating and recycling eachother, so it can shape itself on the run for pretty much every purpose.

Or, rather, 'dragon' is a shape that certain demons and fey and cursed beings take. Like with Fafnir going from dwarf to wyrm, or Maleficent transforming at the end of Sleeping Beauty, dragons are monstrous incarnations of greed and pride.
Demons are by their very nature pure evil, they're the standard all other bads are judged.
Dragons are more mysterious that can embody many different things and aren't inherently evil

It usually depends on the setting or the campaign itself, but i'd say dragons are better if it was just choosing one.
