Well, I guess you were here in the 90's. Right now the area has a large influx of both federal budget investment and asian corporations looking around for profit. The city was really renovated around 2010-2012, you can look up fresh photos online, including two gigantic bridges locals grew to be proud of. Slums are still around (as much as anywhere, let's be honest), but the middle and high income neighborhoods are really nice by Russian standarts.
Local business is, as it has been since 1980's, mostly revolves around shipping (especially used Japanese cars), agriculture and fishing. There's a bunch of research institutions, including humongous new Federal University with an impressive campus on the island off the south coast. A few IT companies started here and grew to be successful in the internal market, as well as a couple of retail corporations. Salaries and the cost of living are getting up to Moscow and Saint-Petersburg levels lately. It's optimistic, let me put it this way, despite the whole thing about Russia being a shithole in general. Capitalism did us seafareres good.

I am Polish, and I can tell you that Austria taking a chunk of Poland was probably the best scenario. Russia and Prussia were committed to eating Poland, and given how they both treated Poles, just the fact that the ones in the parts of Galacia and Lesser Poland Austria-Hungary took weren't thrown off their lands to make way for German settlers or ethnically cleansed is by far the best situation.

Many different options here. The first and probably most obvious one would be a viking setting where you raid neighbouring people during the summer and spend the winters trying to survive in your homeland.

You could go for a more High Middle Ages setting with different houses warring and conspiring against each other for control over the kingdom, drawing in particular from the civil war between the Houses of Sverker and Eric.

Or a Late Middle Ages/Reneissance setting, drawing in particular from the history of the House of Vasa and how they turned a poor, decentralized, and militarily weak country into a still poor, slightly more centralized, military superpower. Focus being on court intrigue and constant wars against waged against and by all neighbours at once.

Frankly? It'd make a much better setting than it does a real place.

The setting is centred around a large Slavic port city, the world's northernmost port. The government is very corrupt and the real power is divided between the Royal Navy and greedy merchants. Both factions are essentially comprised of assholes. It's especially famous for its magical ships, some of which can pass through ice like through water and some can even sail beneath the waves, allowing to explore the bottom of the sea. Powerful magic is required to run these ships.

Outside of this city, there's precious little of note. The land around it is inhabited by Saami reindeer herders who eat poison mushrooms and worship ancestral spirits. To the south there's Pohjola, the land of monsters of Finnish mythology. Apart from trolls and goblins, it's the home to the world's greatest good wizard and his elven apprentices. To the west there are vikings, but they're friends rather than raiders. The city has only ever been raided by the distant Greedish Empire and Nazgul Germany, legendary countries the existence of which is often put in question.

The setting is naval in focus, the adventurers are raiders, explorers or corsairs by default. You can sail east and end up in the lands of the Komi bear riders who worship a golden robot woman, probably a relic of ancient aliens. They're fabulously rich in gold and silver, but guard their treasures fiercely. You can sail north and end up on Grumant, the largest inhabited archipelago. It's largely populated by friendly vikings and evil dragons sitting on fabulous piles of gold. To the west there are the Skraeling lands, ruled by vicious shamans who can turn into Arctic animals.

The bottom of the sea is actually a separate kingdom ruled by the Sea King, a capricious being who's equally likely to make drowned sailors his guests of honour and set his krakens on a random ship just out of boredom.

Everything important happens in the bottom 3rd. The main focus are the two main cities of the country. The capital prides itself on its culture and it is built around a seemingly inpenetrable castle. The other city is considered more fun and has far more industry, but is plauged by a (often justified) reputation for crime. The middle 3rd is known for being pretty wilderness and theres tales of monsters inhabiting it. Outside some interesting ancient ruins the top 3rd is irrelevant and depending on the timeframe could be owned by someone else.

Could easily be made into a fairly diverse fantasy world.

In the West your have the Midlands, your typical starting zone with gallant knights, dragons and other stuff you'd expect to find. Populated largely by humans, with bear people as a significant minority, mostly serving in the army. It's peaceful, but constantly threatened by tribes of child-eating ogres. In the centre of the Midlands you have Bear City, the world's largest and most glorious settlement.

Directly to the East you have the Halfling Shire. It's exactly the same as the Shire both in terms of the landscape and in terms of the people and their attitudes. The cow is a sacred animal and blocking a cow's path is punishable by death.

In the North West you have the lands of the backwards Lake Elves, the most miserable and depressing region in the world. The lake elves are poor and unhappy, but they're still highly nationalistic, refuse to learn Common and preserve their barbaric traditions that the rest of the world frowns upon. Constant source of rebellions and unrest.

In the South, you have the world's tallest mountains, home to the Dwarven Clans. They cannot marry outside their own family and have other crazy traditions, but at least they're peaceful and hardly ever show up outside of the mountains. Although they speak Common, their accent is so thick that it sounds like gibberish. On the tallest peaks, the Gods make their palaces.

Ah, it's- it's a reference to a little story. It comes from the days when Kamehameha was trying to unify the islands. It's a famous story here, everyone gets it in grade school. Basically, big-dick badass Kamehameha tries to fuck with some civilians who aren't even involved in the particular battle he's fighting, and a fisherman slams him over the head with a koa-wood oar so hard it breaks. Humbled, he chooses to not exercise the right of kings and be a dick about it--i.e. have these fishermen peasants and their immediate family thrown off a goddamn cliff--and instead passes a law, the eponymous "Law of the Splintered Paddle." It was basically a "Don't fuck with civilians in war, it's a shitty thing to do" rule, which was a new concept at the time.

I think it sticks in the memory of your average islander because everyone gets a pretty good grasp of just how fucking hard koa is by growing up here. If you get hit over the head with a koa oar, you don't shake it off and good naturedly pass a law about it; you fucking DIE. This is a wood coveted for its hardness. So it really paints him as a gigantic badass.

A setting based on modern Sweden would be more along the lines of: A small and relatively unimportant kingdom in the far north with pretenses of being far better than than any other country in the world, and certainly of far greater importance, currently facing several large problems.

Refugees from a far away land are making the long journey towards it because it has a tradition of being more welcoming to foreigners and because of rumors that the people there are far richer and generous than they actually are. This whole situation is edged along by two native tribes of orcs who oppose each other on the issue of the refugees for seemingly no other reason than that the other tribe supports the opposing side.

The current king is seen as weak, indecisive, and a poor diplomat and lack support from his own people. Meanwhile the Old-Enemy-in-the-East is slowly awakening and making its presence known, something which none of the last few kings never thought would happen again and therefore moved funds from the military to more philosophical, philantropic, and, in certain cases, decadent endeavours, leaving the kingdom in a state hopelessly unprepared for war of any capacity.

Geographically the kingdom is divided into three parts, the Southlands, the Midlands, and the Northlands.

Of the three, the Northlands are by far the biggest -- easily as big both the Southlands and Midlands together twice over -- but also by far the least populous. A large part of the population that do live there are snow elves who herd reindeers.

Both the Midlands and the Southlands used to be kindoms in their own right before they were united and are far more densely populated than the Northlands. The Midlands is where the current capital is located, which is mostly populated by high elves. The Southlands has the most fertile farmlands out of all the regions, and is also the region that has the most contact with the outer world due to the close proximity. It's the understanding of the rest of the country that Southlanders are practically foreigners.

Personally I think a Rome fantasy would be more interesting, myself. At least it's surprisngly rare. We tend to think of the classical period as the age of civilization, the medieval period as fairtytales and the early modern age as... perhaps the strife period, but shit could use something a little different.

Funnily enough one of the not-that-many good RPGs Italy brought forth was basically X-Files Rome.

They promulgated the most liberal and equal Constitution of the times, but before they won the war they were betrayed and banished by local warlord Pedro Santana.

Hell the parallels run deeper when you realize the elites already called themselves "The first of the land" and thought of themselves the same way the Houses in Game of Thrones do.

Same conflicts over blood purity and aristocracy as always.
