So are there rules for warhammer like game play for D&D? I want to play some kind of army based strategy game with my friends but not wanting to buy warhammer figures. I got a lot of reaper bones figures that ive painted and was wondering if anyone knew a warhammer like way to play army vs army in 3.5 D&D (pic was google searched but is a good example)

Not optimal but I think yes. There also exists DDM handbook which might have some conversion rules from 3.5 to DDM

Undeworld Fantasy Skirmish is literally D&D parties fighting each other.
Song of Blades and Heroes, Frostgrave and Dragon Rampant might all be of interest too, skirmish games using generic minis.
