Small hilts on cutting swords serve two purposes.
One, it forces the hand to keep a straight angle with the blade (hammer grip) by restricting hand movement, to make sure you cut correctly, specially with curved blades. Second, it makes them more convenient to carry around because you don't have a 20cm long metal bar sticking out of your waist and getting in your way.
It's a mainstay of indian and arabic swords because they are mostly curved, cut oriented blades, but many european ancient and early medieval swords were also like that. As the middle ages progress and thrusting becomes more necessary, grips get longer to allow handshake grips for better thrusting.

Similar stuff happens in Chinese stories - a bunch of pirates pay a local magistrate for the right to transport people along established routes under his flag. They then occasionally kill and rob passengers and dump the bodies in the water. Seeing how there are no survivors, they're sailing under the local strongman's flag AND nobody can tell for sure where exactly those travellers disappeared, nobody can touch them. The local strongman (who basically also is the only judge in the region) doesn't pry as long as he gets the tithe they owe him.
