Elves have some of the most potent "mana" as a result they can only cast a single spell at 100 spellpower every decade.
It's either cast or breed, and breeding usually fails.

Only children can use magic.
Once you are an adult, you lack the imagination and wonder required to achieve magical effect.

Magic is an expression and realization of that imagination. Children do the impossible because they simply don't know that what they do is impossible.

If you fail to cast a spell in the usual way, it can still be possible to "Bribe" magic. This usually leads to offshoot magic categories, like blood sacrifice and draining artifacts of their power.

Spirits of Nature are Real, and hate magic users for disrupting the natural flow of things.

So, there's lots of reasons for magic to vary heavily.

Time of day influences it. Form of magic influences it. Number of participants influences it. And once you cast it, it's going to happen. It's inevitable. But it's also forgivable. It's temporary. Did you kill dudes? They're down, (but not out) They'll be back.

It looks like you use magic to influence events to temporarily win, while setting up a permanent win.

Is your 500 soliders fighting 500 enemy soldiers? Can you kill / sleep / teleport 250 of them? Good. Then your 500 soldiers kill 250 morale broken troops.

Then 250 troops wake up / undie / teleport back, and get slaughtered by your 500 troops.

Healing people doesn't fix them - but it keeps them alive long enough for real doctors to reach in and fix stuff. Set bones, remove bullets, and put bandaids and kisses on it.

Teleport to the top of a tower? You're going to spring board back, but you can steal stuff, and load your pockets with goodies. Then you Tele-return back, and still have the stuff.

You can magically convince others to tell the truth. The spell will wear off - but anything that they've said, they've already said.

Same for divination. You can See distant places. That will wear off and you'll forget it, but if you wrote it down, or spoke aloud to someone about what you saw, they'll still know it.
