How powerful is a custodes in comparsion to a primarch? How powerful are thunder warriors compared to space marines?

As I recall he bested Horus sparring on several occasions. Sure, Horus wasn't the best combatant of the Primarchs, but he was in the upper-middle of the pack as I understand it, so it seemed logical to put him one little notch above the Primarchs as a collective.
He's certainly lesser in many respects, but like I said that's a loose as shit lineup.

Psykers should be pretty liberally sprinkled in there and all the way pass 'Chapter Masters and Champions' too for human ones. Power levels in 40k always seem to boil down to who's got the more bullshit psyker powers or who can defend against those same powers. Everyone else is irrelevant.
