British India has all of these things. Pistols, swords, bayonets on rifles, native troops often used bows still.

Particularly, revolvers were "around" but they weren't standard issue to officers yet for much of the period. Many people saw them as sort of magical weapons but just couldn't afford them. Swordsmanship and bayonet fighting was still very important in dealing with baddies because most guns were single shot, and even the most advanced rifles were breech-loading.

This was also around the time the Bongs started employing the Gurkhas with those scary knives of theirs.

I usually do guns as new technology that's a fusion of magic and tech. They are all break action and fire magical shells and have a chance to jam or misfire sometimes.

For pistols make it so the mass produced pistols are short ranged shotguns that require a long reload time due to awkward designs that are commonly insisted upon, all the while guns can be enhanced with magic.For your players make it so there are certain highly sought after masterfully made guns which can reload in good time.
Guns in relevance to armour are weak being unable to penetrate it effectively but shredding through un-armoured targets causing heavy bleeding.
Bows and crossbows can be improved with magic especially by comparison to gun.
As for trains maybe magic as that can be your cop out for anything. Now I would do trains using golems to propel them along a smooth track to the next city, so the train would nearly be thrown to the next city without much in the way of actual steam involved. To introduce the steam engine is to introduce the possibility for industry.To introduce industry you may as be working in a Victorian setting and scrap the bows.

Weird & Wild West. Basically Wild West as is but instead of gold rush it's a [insert naturally forming eldritch commodity]. Gunpowder hasn't been invented and instead guns have been developed around this commodity. Cue guns being powerful but either A) very hard to find ammunition due to the scarcity/danger of said commodity, B) have negative drawbacks on the weirder in the form of sanity/health/corruption damage, C) the guns are relics and so far no one has reverse engineered them or D) guns are a specialist weapon where by they're deadly in the right hands, but more or less useless to outright dangerous to the untrained (ala lofhtsabers)

Cause that's the important bit.

Also a gun will outclass anything in terms of physical damage and shock effect no matter what. Only downside might be reloading, price and even accuracy.

Make pistols relics that have yet to be reversed engineered. They're rare, well sought after and even one puts you as both deadly and target. You could build the campaign around the guns themselves being the low magic part, in a magically-distopian world. It's mostly desert and rock, baring a few surviving Oasises due to the cataclysmic event that scorched the earth barren ages past. These pistols are all that remain of those times, with perhaps ruins and tombs that speak of magic and otherworldly acts. The trains had to be invented to survive the almost guaranteed death of trying to traverse between towns.

It would also give your characters a decent overarching plot hook if they're gun collectors or such.

Just have the King / Government / Church / Shogun declare that guns are to be highly controlled. They're therefore only available to their agents, the most favoured or most criminal.

Then up the power levels of your characters so that dodging / deflecting bullets is pretty standard fare for any main character tier combatants.

Consider Deadlands. Shooting and melee are both viable strategies, and the setting is low-magic with an emphasis on supernatural elements. It's geared toward playing in the wild west but it can certainly be made to work in a Victorian setting.

That's the sort of real life settings to give you a hit about what sort of thing you are heading for if you want to base it of reality.

The reasons for there to be other weapons than guns and be trains is because those regions either can't make something as small as a gun with ease do to it's intricacy, can't afford them do to their price, won't use them do to culture. That's the sort of gist of it.

Colony of an empire. As colonizers, they've installed some advanced technology.....for infrastructure and travel. Trains, pipes, and so forth. However, it is usually more reserved for colonists. The people who were native managed to get some guns, but their old ans shit. Disrepair, limited ammo, and outclassed. Thus, they rely on their older technology more often, as it is simply more reliable. This is as realistic as it will get OP. Ask me if you got questions.
