I guess early DnD basing their elves on the Sindarin, which were in Tolkien works quite backwards, compared to the advanced Noldor. Then of course shallow copies, then there are people for which the kinda backwards wood elf is THE elf, but also anti-elffags deliberately forgetting about magic being a kind of technology as well and often making up for the lack of technology.

Then there is the thing about in your standard fantasy-setting, while the standard tropy elves may be backwards, their realms are often enough still better to live in, their lives still nicer and elfen-made stuff still of better quality than most human-made stuff.

The Thalmor are a persistent theocratic group that basically is trying to unmake the world because they want elves to achieve a hypothetically previous state of divinity. This is easy enough to find on the wiki, or a pain to find through all of the lore via books and conversations across plural games.
Dragonlance
This one is another case of good in their own eyes but evil shit to everyone else. Especially Silvanesti are almost lethally xenophobic and tend to not give two shits about the entire world if their little corner is left alone. Such a narrow and selfish view couples with utter dismissal of any shorter lived race as irrelevant. Which ends up causing them to kill and malign good guys seeking aide while ignoring that the world is burning. Kinslayer is a good book on this.
Warhammer.
More in the 40k setting and it is most directly manifest in the Dark Elves/Eldar, but even the "good guys" tend to be obnoxious assholes who goad wars for the apparent Lols and are hostile towards their lessers (everyone else).

Elves suffer the most from Tolkien.
When they were used as his (fair for it's time) insert for hereditary nobility, they were distant but tired forces of good... So tired they couldn't really be bothered to fight evil, they were too busy blamestorming over how humans are unreliable (forget where the silmarils came from in the first place) to do much. Even in a fantasy situation, we can make reasonable assumptions about humans, seeing as they fall within our realm of experience and can call upon the general accepted lore of fantasy races to consider their actions. To whit: Dwarves, Elves, etc. are generally 'good' to human values and humans are usually fairly similar to the values of a typical modern human, valuing cosmopolitan and individualistic ideals and not being especially pre-disposed towards personal risk in war, or genocide of a race that by and large causes them no problems.
