If there is a necromancer present and the veil is frayed, they're as fast and strong as a regular human, but with no pain threshold or human vulnerabilities.

Depends on the source of magic that is animating them.

If it's a residual psychic echo, as are commonly found in places where a massive emotional trauma took place, it's typically a sluggish yet single-mindedly aggressive construct that is more scary than it is dangerous.

When it's powered by either an open Demonic Incursion or a powerful necromancer, however, they can be insanely fast and resilient creatures that can actively regenerate wounds, with claws that are poisoned now only with necrotic toxins but magical diseases in many cases. Some are even capable commanders in their own right, acting as magically "relays" and possessing limited independence of their controlling source, and can direct subordinates in complex tactical maneuvers so long as it lives.

Magic, in this setting, is a highly "personal" affair, in that how a person harnesses magic is completely unique to them. While there are rituals and spells and techniques that are universally applicable, the same spell used by different users will often have noticeably different side-effects or cosmetic differences (most commonly seen with magically-thrown fire being a wide variety of colors depending on the person who throws it). A zombie will act differently depending on its control source and how much magical energy it has been individually imbued with.

Completely harmless. They mostly just wander the countryside, sad and mournful, complaining about the sun being too bright or how they can't feel their legs. They are most commonly found around the ruins of long abandoned houses and are completely nonreactive to the living world. If you try to talk to one, it won't hear you, if you push one, it'll get right back up and continue like nothing ever happened. The townsfolk leave them be and pretend they're not there. It's considered bad luck to pester them.

Think of the vampire counts but the role of zombies and skeletons has been swapped. Skeletons are a hasty, expendable addition to a necromancer or vampires hoard, since only dark magic holds them up and they have no real 'frame' to hold it in they are easy to destroy, a well placed blow will break the binding holding them together. One could, in theory, equip them with armor and good weapons but the armor won't fit properly due to being designed for those who aren't just bones and they won't possess any skills they had in life. Necromancers and Vampires who raid an ancient tomb will usually strip the armor and weapons away from the skeletons they reanimate and give it to their zombies no matter how powerful the skeleton was in life.

To get decent troops, a necromancer or vampire needs ones that are reasonably fresh which is the zombie. They'll contain more skills that they had in life than any skeleton and with less magic needed to hold it all together, that magic can instead be put into making the corpse stronger. Just watch out, some vampires or necromancers have made the mistake of raising a powerful enemy just to find that the enemy is stronger than they are and able to reverse the master and slave relationship.

The typical "scifi-rabies-infected" human rager is not very dangerous. It's basically a virus with an ineffective transmission method that creates dumb unarmed soldiers that cannot function for longer than a month.
This relegates them to bioweapons used on unorganized militias, rebels and raiders.

The real horrors are cybernetically controlled humans and revived corpses. It's like a robot army, for a fraction of the price, because all you need is to jack into the spine to take over the bodies.
