How are successor chapters formed?

Do Blood Angels just hand off a chalice of Blood and a ship full of Geneseed to some rando and tell him to go have fun?

Geneseed is tithed to the Adeptus Terra, who check it against the pure samples they already have to ensure it remains perfect. This geneseed is kept in stasis until it is needed, most often to replenish the stocks of chapters who suffer a disaster. Some can be held aside to create new chapters. This is usually done en masse as a Founding of new chapters to face a specific threat or to solve a specific problem. The Adeptus Terra decides whether a new chapter can be created and, if necessary, whether it needs to be destroyed (See Astral Claws and Soul Drinkers). Space Marines themselves generally shouldn't be involved in the process beyond providing officers for the new chapter.

>According to their charter, each Chapter is obliged to send 5% of its genetic material to the Adeptus Mechanicus on Mars. This 'tithe' has two purposes. Firstly, it enables the Adeptus Mechanicus to monitor the health of each Marine Chapter. Secondly, it enables the Adeptus Mechanicus to store gene-seed with a view to founding new Chapters.

Successor chapters are usually formed as part of a founding, or when there's considered a need for them. Very rarely (at least outside the second founding, which was the splitup of the original Legions) chapters are formed by splitting off from another chapter, like the Sons of Medusa.

Generally a parent chapter is chosen to provide some of their marines to make up the upper echelons of a new chapter. This is why some chapters are specified as being descendants of minor chapters, rather than just their overall genesire. It also ensures that the marines are trained and brought in line with the traditions of their parents, thought his may be affected by the personality of their founding officers.

Pretty much, yeah. It takes a hell of a long time to develop though, because apart from creating all the new Marines they've also got to build or requisition all the armour, weapons, ammunition, vehicles, space ships for the new chapter as well as recruit and train all the support staff, serfs and specialists like navigators, astropaths and techpriests they'll need for anything that isn't directly involved in murdering people.

Not him, but what happens if you have a very successful chapter, one in which their standard levels of recruiting far outpace their losses (They haven't been suffering as many of them for the past century, for whatever reason), and the next time someone takes a headcount, they're way over the Codex Astartes limit.

I assume someone will direct them to split up, but how would something like that work? How do they choose who goes where, and which chapter relics stay with which successor, that kind of thing?

That would be somewhat rare, I think, because as far as I understand a chapter will recruit only when they have need - or they're so split up that no one can keep a proper headcount anyway (aaay Dark Angels)

But in that hypothetical scenario, they might take some of the most recent recruits and split them off into a chapter with a few of the veterans, mass recruiting new Astartes to round out numbers. Chapter relics aren't often shared, but I could imagine the parent chapter creating a few gifts for their new kid.

The other alternative is that the chapter puts itself forward into very high-risk, high glory missions, such as leading crusades. The high losses sustained not only ensure they return to codex standards in short order but could also lead to survivors becoming more experienced than they would otherwise be.
