The Orks may have simply "believed" out of being controlled. Their ability can alter the very fabric of reality, so any control of them would be temporary and temperamental at best

It wouldn't be so much "doing the emperor's bidding" and more like "pointing the WAAAAAGH at a cluster of stars and let them be orks."

And seeing as the ork force would have to be more powerful than the problem they were meant to "solve" you kind of just made things worse for yourself.

Of course that doesn't mean someone wouldn't be deluded enough to think it as a good idea if they could figure out how to do it. As for wether or nit it is possible, psychic powers are literally magic, anything's possible if you want it to be, it just depends on how you think your players would react.

Being sneaky is un-orky so no sneaky colour exists in the collective Ork phyche, instead kommandos will use soot on reflective surfaces, mud on skin, stick to cover and other shit that works without needing a shitload of boys nearby to see it happen.

Look you must understand that out of an orks perspective.
Can you make them believe that the emperor is the biggest and therefore in charge? Probably.
But an ork Waaahg Chief that does not appear on the battlefield and does not fight like all the other Orks do does not get to be in charge for very long. Also in Ork hierarchy an attempt to seize power by an upstarting Ork can come at any time. Also any Ork that suddenly stops believing in Gork and Mork will get crushed by his companions anyway.

Orks don't just believe in a bigga out there. They have to see whose bigga in person, and then they fall in line, feeling the Waaagh! and seeing their new boss. And then comes the fact that Orks will pop up to challenge their new boss, and if the Emperor doesn't fight them, other Orks will lose faith that their boss aint fighting his own fights.

Also the fact that a more powerful Waaagh! field gathers Orks to fight, not just work together

The Waaagh! can't be replicated. It's not just a psychic ability, it's genetic to the Orks, intrinsic to their selves. It's such a sensitive thing that anything "un-Orky" influencing the Waaagh! gets found out and dealt with. Not to mention, the Imperium has studied the Waaagh!, and they have no fucking idea how it works, so theres no way they are going to tune into the Waaagh! and generate a stronger Waaagh! artificially with MAJOR tech innovations.
