The story behind that scene is actually the total opposite. If I recall correctly, they had finished "actually" shooting the movie, and Tommy was basically tooling around LA with Greg Sestero (Mark) and his ridiculously convoluted camera setup and crew in tow gathering B-Roll footage, when Tommy sees the exterior of this flowershop and says "Greg, ei want Jahnny to geev Leesa flowurs." Greg, at this point totally inurred to Tommy's particular brand of madness, says "Sure Tom, whatever you say."
So they enter the flowershop and the lady (as seen in the movie) is all too willing to be an unpaid extra (though afterwards Good Guy Tommy foists $200 bucks cash onto her despite his notoriously stingy nature), so Tommy roughs out some lines for him and the flower lady and they get shooting.
Unlike so many of the scenes, Tommy wrapped this in one take, even with some of the most confusing dialogue in the movie, which is saying something. At the end of the scene, he added the famously improvised "Hai Doggy."
To be fair, it was a good dog, it apparently sat their, totally unperturbed for the entire setup and establishing shot shoots, and Tommy didn't notice it until his "Hai Doggy."
Basically, the Flower Shop Dog is the last minute NPC you pull out your ass to add a dash of flavour or comedy to a ridiculously boring shopping scene.

Kuusen madoushi: mostly insufferable characters, barring one, and the art is outright bad in places. Editing is horrible to the point that attacks don't connect and things still explode. Some of it literal 5 minute photoshops worth of effort away from being passable.
Hundred:literally rips idea's and even art to some degree from other series, including but not limited to Infinite stratos, mayo chiki, and fate stay night. A bitch even uses Emiya shirou's full power outright.
Aquarion logos: A shameless cashgrab on a previously acceptable and even good in some aspects series, with flat as fuck characters, and little to no relation to the other aquarion series'
Mahou sensou: a plot that absolutely loses all sense of direction at some point, edgelord characters with near to no motivation, and literally no one bats an eyelash when they get told someone their age that they had just fought gets brainwashed outright. Barely a word is said about it, and the MC's are told to their faces.
Dears: literally objectifying alien women, and not in a good way. Its just creepy at points.
Eureka 7 AO: A shameless cash grab on its predecessor, completely fucking up the storyline of the previous one. Like that happyish ending you got? well, fuck that shit. Only worthwhile scene is renton saying he's eureka's husband.
Chaos Dragon: Complete edgelord anime. Tells you from the start to not get used to liking characters, cuz they are gonna outright die. Main characters only ability is to kill someone for his special attack, has no other skills to speak of.

As someone that just watched both tenchi muyo (the good one) and isekai no seikishi recently, they both are fairly decent so far as harems go. There's a definite "i want this kids dick" element, but at the same time both keep up a decent story as well.

Monster musume is a neat take on monster girl things, and needs props for the author, considering he was drawing outright porn before this, somehow got a serialized manga, and then an anime. I'm willing to bet he wasn't seeing either coming.

Konosuba is a harem anime? I've always interpreted it as fantasy parody and Kazuma's team being all-female is sort of a pseudo-harem used to mock the dreams of an actual anime harem. Then again, this is my 5th anime I've watched ever that isn't children's anime like Pokemon, so I don't know shit anyways. It isn't just having a large number of female characters that makes a show fit the idea I was trying to describe. It's having a cast of female characters with enough varied personalities, backgrounds, goals, motivations and so on that at least one or two of them is likely to appeal to the viewer.
