I see nothing wrong with that. He's supposed to be the enemy of Bolas. His horns and wings are very different, anyways, so he isn't a complete recolor. The only thing mechanically similar is the CMC and the Benevolent Ultimatum.

There's probably actual significance in the fact that Bolas and Ugin look the same. The original and new elder dragons are very aesthetically different from each other. Bolas and Ugin are closely related in some fashion.
