besides there are only like 3 or 4 "brutal" chapters in all the IOM now. And those have been toned down some even

unless your idea of a nonbrutal chapter is one who ignores their duty and lets men get slaughtered so they have time to play kickball with the local population

salamanders, space wolfs, imperial fists and ultramarines are the true "good guys" you want saving your planet, especially the salamanders, they stick around for a while helping citizens recover. space wolfs are known for killing the fuck out of the enemy and love communicating with everyday people to help strengthen the moral of the people, the imperial fists will not only save you from the enemy but also build you a better base that wont break and ultramarines will save you then help restructure roads and buildings, style of government so you are better equipped to handle an invasion. Remember space marines were originally designed to retire and help lead a planet when not in combat and these chapters truly strive to for fill that role.

You would never really want white scars, raven guard, blood angles, dark angles or iron hands helping your planet out. raven guard and white scars focus of killing the enemy as quick as possible and fucking off, iron hands dont give a fuck, blood angles will kill everybody in their path to get the the enemy (ironically its the space wolfs tat are better khorne worshipers though), dark angles dont give a fuck and might actually betray you because they are secret traitors sometimes.

black templars arent brutal in that they harm innocent IOM citizens

im sure a lot of blood angel chapters are though since they do things like kidnap people and sacrifice them or eat them alive

The Celestial Lions, maybe.

Their beef with the Inquisition may have had more to do with the specific inquisitor casually wasting their time before deciding to glass the planet, rather than whether the planet needed glassing.
