What's best to do when you use anthropomorphized animals in a setting; in relation to REAL, animal animals?
A) you automatically take out all animal animals. Problems: WTF? a world without animal kingdom?
B) you leave them as they are and don't speak about it. Problems: Absurd situations like Horses riding Horses and the like.
C) awakened animals are somehow perfected versions of low level animals. An awakened Owl can speak with Owls and the like. Problems: Is a little bit weird to pull off. Eating meat is a real problem here, hervibore species have the means to go war with carnivore ones, etc

Leave them in. Treat them like any other monster race.Add that they're repulsed at the idea being friends with humans.

I go the Breath of Fire route and just don't explain them. Cities are cosmopolitan but villages tend to have less diversity.

B. Everyone in the setting thinks it's normal. You don't need justifications for elves and dwarves and other races, so it's fine.

Just make it like man/ape. Make the animal-men see them as we se apes, no need to go into great detail and scientific thinking like "Why do they look like men then and not just like a smart animal", it's still fantasy.

Alternate human bloodlines.
Elves are humans that went so far down the magic-hole that they came out weird.
Dwarves are humans that became shorter and stockier due to living in caverns and underground cities for generations upon generations.
Halflings/Gnomes are basically pigmies.
Orcs are the pig-looking versions rather than the green/grey humanish looking dudes.

Most horse people I can think of are too big to ride horses. And besides, animal people riding large animal versions of themselves is a staple of fantasy going way back, even if it might seem a bit ridiculous.
I mean, there's art of humans riding giant apes, and that's just as ridiculous as a horse person riding a horse.

Elves are the precursor race that humans are degenerated from.
Dwarves are stone elementals cursed with flesh in the age of creation.
Halflings are the leftovers from the mold used to make humanity.
Gnomes are fey who are trapped upon the world, unable to go back to their strange lands.
Orcs are humans who followed the great Boar Spirit, who changed their flesh.
Not everything needs a scientific explanation for its origins, and often those types of explanations are boring and terrible.

The anthros are an offshoot race that descended from the animals we see today. The branching may have been due to magic, be it arcane or divine (probably no way to know the true story, so whatever myth they may have for it goes)
Depending on the race they may either be disgusted with their inferior ancestors or see them as something sacred that carries a truth about the races true nature and should be revered.
As such a horse anthro may not even want to ride a horse out of respect for its ancestors, but see them roaming the fields as a sign that a free spirit is the most important thing you can strive for.
A cat anthro on the other hand would be disgusted with their inferior kin that allow themselves to be mere rat catchers for fat farmers. As a result they would either insist on any cat they see being thrown outside or if refused they would leave themselves.

Reconsider that humans are basically "Chimpanzee-men"
The animal-man in question has a certain kinship to the animal, but this rarely develops beyond a mere novelty, and is just a different species.

there are four ways to deal with it
1. anthros are the result of magical/supernatural/planar/deity involvement. their "normal" counterparts are still around, giving the anthros a specific reputation among the other races
2. take out all animals. yes, this means sapient races hunt other sapient races for food. it's a jungle out there.
3. exclude certain species. perhaps certain insects or fish did not evolve to that degree and are still used as food.
4. just make up new fantasy animals to take their place
