I don't think even the Imperium has tech rugged enough to let a Titan drop from orbit without a lander ship.

Plus, it'd be kind of hard because a shipyard is generally immobile, and they'd only ever be able to drop Titans on the planet they orbit. Which would suck if they orbit a gas giant.
