Contact our resident Transmutation Wizard and politely ask him to clean a pdf. He will set his scrying device to accept pdfs and then you ship it to him. Magic occurs, then the pdf is purified.

S3ndsp@ce, which I prefer, U53rscl0ud or M3G4 for large collections. Using public wifi would be excessive, imo, and carries its own risks. I usually don't bother, but if you are that concerned, use a VPN. I do.
HMA is free and easy disposable anon email.

Mega is relatively safe Kim Dotcom claims to not even record user data. A little research seems to back this. He is one slippery bastard. I have an active account registered using only email as do many, many others 'round heah. You would have to be an extremely flagrant repeat offender before notice would be taken past anything other than a take-down. As another anon mentioned, if you're that noid, use a VPN.
I've never heard of an ISP getting involved unlike trackable torrents and that is mostly because of Hollywood money.
With Mega you get 50 gigs with each standard free account.
It has functions for uploading a whole folder at a time, including everything inside it. So you just select like "A, B, and C" and it does the rest.

It's different from the software world, but there are some similar spaces out there. The era of the Open Game License spawned a number of open ecosystems. The OSR is probably the biggest and most vibrant. These guys took 3e D&D license and used it to recreate earlier versions of D&D, to recreate gameplay stuff that was lost in newer editions, and from there it's grown into a whole independent scene all based around open licensed games.

Recently someone forked Mongoose Traveller's first edition into the Cepheus Engine, in order to allow third party publishers unhappy with Mongoose's treatment of them to continue publishing without all the licensing fees and stuff.

3 Sets of 25. 75 Different Characters in all.
Printed on high quality card stock for extra durability.

Buy one set for $32.50 US
Buy two sets for $50.00 US

So unless someone bought them, never used them and scanned them, you will never find these, as they were never offered digitally.

There are lots of ways to help. An easy but boring task is go through Da Archive, find dead links,(and post the page numbers).
Repairing coded links in Da Annex and reposting them in a pdf would be a huge help.

Become a Patron of a game.
Pick one of the more prolific games that you like and try to build a complete collection of their stuff. Put them up on Mega or somewhere.
It will make you a Big Damn Hero.

You could, but it will require manually filling in for the lost detail. If you figure out resizing with the fractal program, what you'll get is the thumbnail, except big and sharp and not muddy. The details lost in the thumbnails themselves won't be there, unfortunately.
