It's far more popular and romantisized these days, but it did happen, and there are modern day classes you can take to learn how. Was it more effective than a sword and shield? No, which is why it was so rare.

Dual wielding is primarily used when whatever circumstances cause you to have a weapon you can reasonably use in one hand along with a smaller weapon, but not one larger weapon or a weapon and a shield, such as your choice of a one handed european blade and a parrying dagger or a katana and a wakizashi.

If you actually knew what you were talking about, instead of being a pseudo-historian on an anime image board that doesn't know as much as he thinks he knows, you would understand that the correction that needs to be made to preconceptions of dual wielding is how it is done rather than if it is done. Contrary to movie and video game depictions, the off hand doesn't usually contribute to a wild offensive flurry but is rather to add to your defense(hence the parrying in parrying dagger) and, when fighting multiple opponents, controlling and keeping the crowd at bay until you can use your real weapon to kill/disable someone.

Magnus' Primarch pride mixed with the Emperor's possible apology and the realization that Tzeentch sees Magnus as not some vital lynchpin/right-hand-man role, but as a simple pawn just like any other drives him to do something Tzeentch never accounted for (something judged after Magnus sees all the threads).

Cue some sort of manly tears moment with a heroic sacrifice to cement him as Best Primarch.
