A combination of ruthlessness and deceit eventually allows him to depose all the nobles in his realm, take the royal castle and exile the king. Although he's now one of the world's richest people, he continues wearing his peasant attire and refuses to bathe in order to sustain his phoney image of a man of the people. Under his rule, forests are chopped down to make room for more magic weed plantations, leaving the local elven communities homeless. Secret experiments are going on in confiscated mansions of the nobility, breeding terrifying war beasts from cows and pigs.

Left with only a handful of gold he managed to grab from the treasury, the exiled king is now living incognito in the neighbouring realm, looking for mercenaries who would help him defeat the Dark Peasant.

Like, someone who is a currently peasant? The only way I can see that working is if the PCs are something somehow even less powerful, like maybe other peasants. That does not prevent peasants from being villainous, of course (no pun intended). They can serve that role quite ably (see The Hidden Fortress, among others, or certain of The Cadfael Chronicles), and a BBEG could certainly have a background as a peasant or pose as one, but I can't see how to have an actual current peasant as a proper BBEG.

There's a war going on, and the heroes' homeland suffers greatly, the enemy conquered half of the country, all the important cities are lost, there is barely any hope now. I remember this happened in Dark Sun campaign somebody had. You see in 1st edition Dark Sun everyone rolled for random psionic talents and if you were really luck and kept rolling 99 on the tables you would eventuall get to very rare and powerful talents.

Make him/her smart. Dangerously, paranoid smart. Like improbable world-genius levels, combined with a healthy respect for being beaten and taken advantage of. From there, let them seed justified ruin that gets out of control. The witch making pacts with Hell? The bloody-handed Baron? The enclave of drake spies feeding treasure and bodies to a hidden dragon? The sudden success of necromancers bringing back a Lich? The collapse of the mountain and trapping of a dwarf community from explosives? All foiled, done, prevented, salvaged.

All of it instigated in dirty dim-eyed silence by the Peasant. And you'd have to be paying very close attention to even trace and work back to the instigation. Better yet, they have no pact with Hell, no royal riches, no dragon might. They only have the seething hot hate, will, and intellect to use these things in proxy to destabilize the region.

Even better if it's all done simply to protect the life of some mundane shitty hamlet personal to them, and they've just been driven paranoid mad by one too many injustices.

Even better if the Peasant is just quiet, kind, and hard working around the hamlet, only holding psychotic deathhate for everyone Outside. As someone who has run a lot of vampire dark ages I would like to say that different places have different ideas of who goes into what social class. In some places there was rural land owners who were rather rich but were still viewed as being part of the peasant class. In those places the dividing line was either blood right ( Poland is a good example) or title.

Or someone who fall into the jurisdiction of church courts like a priest,nun, monk, lay church employ, or student at a real school( criminals IRL would enroll at university's to get legal immunity from most charges). Or a resident of a township or city. Or someone who is not settled in a fixed place ( which was a thing). All of those types of people would end with a different set of law governing what they could and could not do.

The other way around in Switzerland. Nobility was a purely decorative institution without any practical significance, while a person's social rank was determined entirely by wealth. Hell, there were nobles who ran cart repair shops.
