I'm looking for mechanics to support a social/charisma based character with a small horde of comparatively weak minions with a variety of different skill sets.
What systems have done this well?

3.5 rarely does anything well. I did observe their leadership feat. Granting someone 135 level 1 followers seems both absurd and mechanically cumbersome.
I'm not specifically stuck on d20, btw. I assume with its social tree being a core part of character creation World of Darkness would have something like this but I've not seen it.

I don't know about well, but boyh MAID and Mutants and Masterminds have options for minions for your character.

Mutants struggles with a lot of things (wonky damage system, outright stated broken powers etc.), but when it comes to describing and organising what minions/sidekicks can and can't do as well as general skill-monkeying it works just fine.
