On lower levels? Arbitres probably wouldn't give a fuck, but the gangs might not like it. Higher levels on the other hand are where the nobility lives, so I imagine they do their best to keep the public order in check. On middle levels ti probably depends on who you kill and how lucky you are.

If you are a rich man killing a poor man for shits and giggles nobody will really give a shit as long as it doesn't go into full Slaanesh or Khorne territory. Remember Necromunda, spyrers are a thing.
For lower classes it varies. In the bottom murdering other poor people probably won't mean too much as the Arbites have better things to do, just don't be surprised if your murder pisses off the wrong people and gets you killed. Killing middle class people might draw the attention of the Arbites and upper class people certainly will.

It is pretty much like a modern western country. You will be put on trial and probably put to death a few hours or days after being found guilty as opposed to decades or never though.

You are wasting the machine god's resources, you will be converted into a servitor as penitence for your sins.

Of course this could easily vary. You could have a civilized world that has abolished the death penalty or a forge world where if you kill in the name of SCIENCE you can be allowed to become a techpriest, or whatever else you want. However in general wealth can buy anything including the right to kill other people without punishment.

Life is the emperors currency. Every person murdered is one fewer person who can give his life for the emperor in combat. A murderer is a thief of the emperor's lives.

You would be killed for murder just to save everyone time.

But it's hard to get caught since enforcers don't give a shit about stuff below the upper-mid hives.

Nobles don't count for this rule, obviously.
