Would it be feasible to make an RPG system based around playing as sentient weapons?
For sake of playability I think Upotte's system may make a decent basis for the fluff of characters. Otherwise a system where you play as a sword or gun lying on a rack or in a dungeon until some sod picks you up would be boring.
Perhaps Wushu, if you're thinking something simple.
I long for an Upotte!! wargame or something similar, though!

Not familiar with Upotte! But if you want it to function as the players take over their hosts when uses in combat you can have them just time skip every time the hosts sheathe the weapons. Or you can make them bargain with the wielder to try to gain more and more freedoms in exchange for their services. Maybe have them awaken in combat situations with little understanding of the context and have to piece together what's going on each time.

Now that's a novel idea.
Upotte's whole deal is that the weapons have a human form that vaguely corresponds to their weapon form (Things that affect the weapon affect their human form, such as bad ammunition translating to eating something bad). They can "wield" themselves, but it has limitations, like the anime showing that guns cannot kill on their own. So ideally a game might have a bit of solo weapon-ing and maybe finding a wielder being an early plot hook.

Here's a paper miniature I made in like 5 minutes. I tried to scale it to ~28mm Heroic, with the label as the outside base, but I have no idea if it actually prints like that.

Honestly, if we're spinning it to be weapon-girls thirsting for a triggering then I'd say Maid RPG with some extra rules would work.
That being said, it's not a bad idea. It would solve the problem of requiring someone else to use the PCs to be effective. Plus, the idea of a grizzled operator being wooed by a group of cute anime guns seems pretty hilarious.
