So how should ichneumon be best incorporated into settings? replace metallic dragons, and given polymorphing, superhuman intelligence and a love of gems? Or left as a dragon hunting beast-level-intelligence monster that isn't neccesarily evil or even antagonistic to PCs?

The exact opposite of Dragons.
They are helpful creatures that enjoy the company of others and give treasure they collect out for quests.
This leads to conflict with Dragons who wish to hoard the treasure but Ichneumon's are immune to Dragonbreath attacks and deliver bites that can puncture dragonscale with ease.
They're also magic casters, but don't shapeshift.

If east asian dragons cover themselves in mud as a form of armor to protect themselves while fighting dragons who they hate for the sake of hating, and are also immune to the stare of the cocatrice. And can't fly. And have an even number of legs.

Yeah, but imagine if one of those mountain-range scale ultra-super-great dragons had an equivalent mountain-range mongoose.
Just imagine that's a thing, every so often the great dragon wakes up, unfurls wings so great they cast entire kingdoms into shadow, and just when it's about to destroy the world in fire, an equally huge mongoose comes out of nowhere and proceeds to wrestle it.
Just as a background element to a setting.
Maybe a "forest" area where people live in amongst its fur like fleas.
