So in the new commander the card Reverse the Sands trades life totals with player and adds one life. Can this effect bring a player who is at zero life back into gamestate?

Losing the game is a state-based action, there's no possible way you could get this spell off, even if you could make it instant, as a response to reaching a life total of 0.

No, once a player leaves the game (such as due to being reduced to 0 life) they cannot return and cannot be selected for any effects or targets, since they aren't in the game anymore..
