Do you use this kind of scenarios often ?
Examples I've used :
>government uses Changelings to make some precise people sleepwalk to solve problems they can't handle officially
>set during prohibition, mafia teaming up with vampires for them to keep away cops from drinking places (which become drinking places for them too)
>during Franco's reign in Spain, government is taking children from poor (non-Franquist) families to give them to rich (Franquist) families "for them to livebetter lifes" but a part of these agents are taking the children to perform some twisted magic

Unknown Armies is full of conspiracy theories.
Problem is: You're playing a bunch of lunatics who use their derangements as powers, so if anything turns out to be the truth, no one would believe you anyway. Or worse, the wrong people would.
