What are you trying to replicate from They Live? What are they key elements that you think are vital to the experience?
Shadowrun strikes me as needlessly gritty, its system used to support a level of meticulous planning that doesn't seem reflected in my recollections of They Live.

Mostly the alien conspiracy faction being almost omnipresent and strong as hell. Also a way for some ragtag rebels to work their way up a tech tree like in XCOM 2

To me, both of these elements, Omnipresent Alien Overlords and Commandered Alien Technology are more story elements rather than system elements. Like you don't need to develop a huge alien tech tree with resource requirements and have a whole system set aside on R&D cycles, you represent that in the story with running adventures focused on getting the next piece of alien tech you need (starting with the They Live Tru-Vision glasses).
If I was doing They Live instead of XCOM I'd probably run it with something narrative like Fate.
