All basic troops should be USABLE, without being too specialized (with some exceptions for things like Assault Marines, Wyches, etc.), and reasonably priced for what they do to merit being taken in all but the most hyper-optimized list.

Some troops should simply be better than others - a squad of Chaos Space Marines SHOULD be better than a squad of Guardsmen or Hormagaunts - but the Guard and Gaunts should be cheap enough to be taken in large numbers to even the balance.

That makes them equal. You don't compare a Riptide to 1 Terminator, you compare him to the whole squad of 5. Why would you compare 1 Guardsman to 1 Space Marine? You compare them point for point or squad for squad.
