What would it take for a character to rule a layer of the abyss?

There's infinite number of abyss layers, so there has to be infinite number of possibilities how to rule over one. Still some of those possibilities may be unfeasible and quite short-lived.

How do the layers of the abyss differ between one another? Between the first and the tenth? The tenth and the hundredth? The hundredth and the thousandth? The thousandth and the millionth?

The power to kill a Demon Prince/Lord and then the power to defend it from entities trying to overthrow you I would assume.

Between all the D&D/PFs I assume a bunch have been statted out meaning a bunch have been killed so its certainly doable.
