Some irrelevant prince to some irrelevant tribe on an irrelevant backwater planet of warring irrelevant tribes looks around, and realizes how shit this is. So he decides fuck this, takes command of his tribe, and starts taking over others. Disposing the royal families, and instating those who are most qualified and loyal, instead of falling on the nepotism of the old chieftains, and rallies the people of all tribes under him, shows them that it's possible to have a better system than being subject to the pointless and ilogical whims of the royals, more concerned with keeping their own personal power, than creating any kind of ideal kingdom.

So he's united the peoples of his planet, for the first time in centuries. They have no resources, but that has made them hard. They need little to thrive. They take to the stars. They depose the rulers and old powers of neighboring planets, and promote the skilled and loyal. They rally the people under them. They find what resources of planets, not just natural resources, but technologies, arts, sciences, skilled people, trades, religions, cultures, and they take them and spread them to other parts of the empire, where they are most needed. And resources needed there are brought from other parts of the empire.

When their empire grows, they begin to conquer other empires. The planets within the shackles of rival empires are given a choice. Cowtow to the new empire, submit utterly to them, and feel the benefit of it's resources, it's scholars, it's technology, it's scientists, it's economy, it's peace. But show reluctance, show the slightest scrap of loyalty to the old empire, or the spark of ambition, that could one day grow to a fire, and they will be razed to dust.

Disloyalty can not be tolerated in this glorious enterprise. Ambition, greed, irrational loyalty to the old, this is what leads to the dying of empires. Thus must it be.

That's not entirely fair. If a planet resists, they must be punished in as extreme a way possible. But those that willingly join, these civilizations benefit greatly.

The Yuan dynasty was objectively superior to the Song, sure it was a shame that Baghdad was fucked, but it was a poison fruit. The seed of rebellion was there, and letting it in would have poisoned the empire.
