A powerful magic using ruler of a nation summons and contracts celestial outsiders to help run his kingdom. The King intends for the celestials to manage the day-to-day affairs while he only has to make major decisions and has plenty of free time. None of the contractors are expected to be involved in any sort of combat. Most of them are middle management while a few serve as advisors and servants, because who wouldn't want a cute angel maid?

reminds me of a game I ran which had a noble kingdom where the kingdom had an ongoing deal with the fae which was maintained by the royal family occasionally intermarrying with the fae, it gave the kingdom's forests good magical protection and having some fae blood was beneficial to the rulers

You probably think this is an original idea but the AD&D setting Al-Qadim had an entire caste of bureaucratic genies that ran the day-to-day palace affairs.
